Blurring two timeline video tracks

My work around 4:3 is the above method (in Premiere Pro) however I was wondering whether there was a way to "blur" the 4:3 side borders into the "16:9" footage?

By "blur" do you mean "feather"?

What version of Premiere Pro are you using?

I'm so sorry, but I can't recall whether one can create a feathered mask or crop in 5.5. but that would be the way forward:

On track 1 have your blurred 16:9 shot

On track 2 have your 4:3 shot and then (and this works in CC, dunno about 5.5) apply the crop effect and then crop by a few % and add edge feathering to match.

Don't forget that when you apply "feathering" it will apply the effect to all sides of the clip.  You might like to upscale the clip to fill the screen as there will be a small 'gap' at the Top & Bottom of the clip.
