I have tried with very different computers and I have the same problem. I run Premiere 6.0 with DV Now lite 1.7 drivers on Win XP pro and NTFS. All my projects files (.ppj) are unsuable once I re-open them with premiere and of course the timeline has disapeared. It's like if Premiere couldn't find my .DIF files and replaces them with strange names: "0" or "48"... All my work is lost... After 6 month to try to solve this problem, I tried the same thing on FAT32 disk, and it work very well. I thought this could help someone !!! But I don't know if it comes from DV Now lite or from Premiere, any idea ?
Can't really comment on the Dazzle side of things, but I quite successfully run Premiere with a DV Storm on NTFS.
So I would probably be looking on the dazzle side of the equation, but that said, it would really surprise me that a video driver would have an adverse impact on a file system operation.

As I said, during 6 months I tried thousands of other solutions before changing NTFS to FAT32 (including buying a new computer). I also think this problem comes from Dazzle side. I am really sure about this fact, I have two partitions, one FAT32, one NTFS; It works fine with FAT32 not with NTFS. Maybe a future release of the driver will correct this problem. By the way, the french support couldn't solve this problem.
